I've done this hike a couple times now. Should definitely have a moderate rating due to elevation and distance. It's definitely worth going off trail to see the old Red Cliff Radar Station.

Excellent coastal trail with fantastic views. However this is not an easy trail as the rating suggests. The length coupled with the elevation gain make it a solid moderate, maybe even a difficult rating for the average day hiker.
